Khan black market nuclear network all underscore the far-from-remote possibility that a terrorist group or a so-called rogue state will acquire weapons of mass destruction or materials for a dirty bomb.

The problem of nuclear proliferation is global, and any effective response must also be multilateral. Nine states (China, France, India, Israel, North Korea, Pakistan, Russia, the United Kingdom, and the United States) are known or believed to have nuclear weapons, and more than thirty others (including Japan, Germany, and South Korea) have the technological ability to quickly acquire them. Amid volatile energy costs, the accompanying push to expand nuclear energy, growing concerns about the environmental impact of fossil fuels, and the continued diffusion of scientific and technical knowledge, access to dual-use technologies seems destined to grow.

health care plans in the united states having high costs because they are focusing on providing quality programs for different groups of individuals. the quality of the service is based on money flow received from the members. without this investment, couldn't be possible a constant scientific searching to prevent death and illness caused because of low levels of health investigation. currently, the complaints are not about the highest cost, but about the coverage and benefits to access the necessary health services required by the members.  

besides, if a global health system is established the quality levels will fall down because of the standardized of the health. the access to care will increase but the quality will be low because it depends on the money invested.
