In 1810 both Great Britain and France had taken action against the U. S. for not taking sides in their war. France was also seizing American ships at this time. Newly elected President James Madison had a difficult situation to deal with. (p. 282) If you were president James Madison would you declare war on either country at this point? Which one (or both)?
