but have costs that are
widely distributed. The
people who benefit have
strong incentives to work
together, usually through
some form of interest
group. This often lead to
iron triangles as
politicians, government
agencies, and client-
oriented interest groups
work with each other.
Much agricultural and
industrial policy is created
through this.
