Imagine that the United States wanted to ensure its citizens' protection overseas by building military bases in big cities around the world. Why might this cause conflict?

Other countries would want to put bases in the U. S.
Those countries would have to pay to build the bases.
Those countries need the land in the big cities for businesses.
It could be considered a move to interfere with other nations.
