(x-h)²+(y-k)²=r²
center is (h,k) and radius is r

complete the square for each
(x²+4x)+(y²-6y)=-4
take 1/2 of each linear coefienet and square it
4/2=2, 2²=4
-6/2=-3, (-3)²=9
add that to both sides
(x²+4x)+4+(y²-6y)+9=-4+4+9
(x²+4x+4)+(y²-6y+9)=9
complete the squares
(x+2)²+(y-3)²=3²
(x-(-2))²+(y-3)²=3²

the center is (-2,3) and radius is 3
