Did the court illuminate an important duality in the duties of cabinet officers? how did it differentiate between political and legal responsibilities?

The cabinet members were assigned to the executive branch to perform special duties and responsibilities. Their legal job is to monitor and implement tasks as given by the executive branch all throughout the country. 
The political task is related to answering questions or explaining issues about information as a representative of the executive branch. Another political task of the cabinet member is found in the 25th Amendment. One section explains that if soever the President becomes incapacitated,  they can declare his incapacity to perform duties.
