On one hand China restricted couples to have just one kid and if they didn't follow the policy they were even forced into abortions. While on the other hand, in India the family planning laws are mainly aimed to politicians, because the government wants the population to size their family by looking up their politicians' examples.

Besides, India's policy states that couples can just have 2 kids and if they don't follow the policy the penalties are not as severe as Chinese's. In India if politicians have more than 2 kids, they can be disqualified in the elections and can't apply for a local government position, and in some states of the country the citizens that aren't politicians and have more than 2 kids get penalties such as no economic support from the government, fines for the fathers, denying nutritional supplements for the pregnant mom, among others.
